Kowall previously served on the Oakland County Board of Commissioners from 2003-2008 and was Chair of the Republican Caucus from 2005-2008. She also served as vice-Chair of the Finance Committee and was a member of the criminal justice coordinating council. Additionally, she served on the Oakland County Parks & Recreation Commission, and the Oakland Livingston Human Services Agency (OLSHA) Member-Board of Directors and Executive Committee.

Kowall was elected to the MI State House of Representatives (District 44) from 2009-2014. She was chair of the Republican Caucus from 2009-2010, member of the Appropriations Committee, Chair of Joint Capital Outlay & DEQ Appropriation subcommittees, member of LARA, DNR & General Government subcommittees. She also served on the Judiciary & Tax Policy Committees. Rep. Kowall was a member of the Midwest Council of State Governments, serving as Chair of Economic Development. She also was a member of Attorney General Bill Schuette’s Michigan Commission on Human Trafficking, serving on the Legislative & Victim Services Committees.

Kowall’s political experience includes serving as Chair of the 11th Congressional Republican Committee and as a member of the State Republican Committee. She has been a precinct delegate since 1998 and currently serves on the Oakland County Republican Club Executive Committee. Her party memberships include Michigan GOP, Oakland County Republican Party, North Oakland County Republicans, & the Michigan Republican Assembly.

Kowall has also been involved with the following organizations: Pontiac/Waterford Lodge #810 B.P.O. Elks, Huron Valley Optimists Club, Michigan and Lakes Area Right to Life, Church of the Holy Spirit, White Lake/Highland Business Association, Huron Valley & Waterford Chambers of Commerce, Waterford and White Lake Historical Societies, National Rifle Association and Michigan Coalition of Responsible Gun Owners.

Eileen Kowall has been serving as Oakland County Commissioner, District 6, since returning to the Board in 2015.  She is currently on the Finance & Infrastructure Committee, Airport Committee, the Human Trafficking Taskforce, the Senior Healthy Aging Ad Hoc committee (Vice-chair), and the Covid-19 Veterans Relief Program Oversight Committee.  


Kowall attended Wayne State University from 1970 to 1972; the University of Detroit from 1972 to 1974, where she obtained a degree in Dental Hygiene. She is also a graduate of the Michigan Excellence in Public Service series.  2010 Fellow - Bowhay Institute of Legislative Leadership Development.


She practiced in the field of Dental Hygiene from 1974 to 1989. She was part-owner of Accurate Woodworking, Inc. in Waterford and was actively involved as a designer/sales representative from 1989 until 2004.


Eileen has been married to husband Mike for 48 years.  They have lived in White Lake Township since 1981.  They have two daughters, Marissa (Tom) and Stephanie, along with two wonderful grandchildren, Madeline & Colin
